Productivity Council Fully Supports Hong Kong's First Five-Year Plan and 2026 Policy Address to Promote Deep Integration of AI with Industries

The Hong Kong Productivity Council (HKPC) fully supports the Chief Executive's Policy Address on 16 September 2026, which outlines the First Five-Year Plan for Hong Kong (Five-Year Plan) and the 2026 Policy Address (Policy Address). The Five-Year Plan sets a clear blueprint for Hong Kong's economic and social development over the next five years, fully aligning with the direction of the national Fifth Five-Year Plan, focusing on innovation technology and industrial development, and promoting AI-driven economic and social development.

Promoting Deep Integration of Technological Innovation and Industrial Development

The HKPC will fully support the national and special administrative region government's development strategies, promoting deep integration of technological innovation and industrial innovation, using AI to upgrade and enhance traditional competitive industries, accelerating the cultivation of emerging industries and advancing new industrialization. The Five-Year Plan embodies the development philosophy of "playing to Hong Kong's strengths to serve the country's needs," consolidating and enhancing the advantages of the "Four Centres and One High Ground," and accelerating the construction of an international innovation and technology hub and a high ground for international high-end talent.

Strengthening AI Application and Corporate Transformation

Mr. Chan Chuk Hang, Chairman of the HKPC, stated that AI is moving from technological breakthroughs to large-scale industrial applications, profoundly reshaping global supply chains, value chains, and production chains. The competition in the next five years will not only be about technological innovation, but also about the ability to convert scientific and technological achievements into industrial applications. The HKPC will promote the popularization of AI applications through the "AI with HKPC" series of activities, and through the "Corporate Empowerment" training under the "Everyone's AI" inclusive program, enhance the AI literacy of enterprises and citizens.

• The HKPC will continue to expand the functions of the "Digital Do It Yourself" (DDIY) platform, integrating AI-assisted SME consultation solutions and services.
• Assist enterprises in assessing and responding to cybersecurity risks, promoting the practical application of AI in corporate operations and business development.


• Full support will be provided to the Policy Address through the "BUD Special Fund" to further support enterprises in implementing projects incorporating AI elements.
