Hong Kong Science and Technology Park Company Fully Supports the Five-Year Plan and Policy Address in Driving a New Era of Innovation and Technology

The Hong Kong Science and Technology Parks Corporation (HKSTP) announced on September 16, 2026, that it welcomes and fully supports the first "Five-Year Plan" (First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026—2030)) announced by the HKSAR government, and is encouraged by the various measures proposed in the "Policy Address." Ms. Sunny Choi, Chairperson of HKSTP, pointed out that these policies will provide a clear direction for the development of innovation and technology in Hong Kong.

Building a New Landscape for Innovation and Technology

HKSTP is confident in the vision of the "Five-Year Plan" and fully supports the government's construction of a new framework of "three major innovation and technology parks and five major research institutions." As one of the "North, Central, and South" innovation and technology parks, HKSTP is committed to providing infrastructure and support measures for technology enterprises to promote local innovation and technology development.

HKSTP will also actively cooperate with the government to advance the construction of the "National Manufacturing Innovation Center," leveraging Hong Kong's advantages to gather resources and assist the nation in achieving a leading position in strategic fields such as power semiconductors.

Promoting New Industrialization and Talent Development

HKSTP will fully support the government in setting clear targets for R&D investment in the innovation and technology industry and will continue to increase investment in innovation and technology, aiming to raise the total expenditure on local innovation activities as a percentage of local GDP from 1.63% in 2024 to 3% by 2030. In addition, HKSTP is committed to attracting key enterprises to settle in the park to promote the development of new industrialization.

Talent is an important resource for the development of innovation and technology. HKSTP currently gathers about 26,000 innovation and technology talents and will launch a new talent program, "Talent Foundry," in 2025, providing local university students with industry and workplace skills training covering fields such as microelectronics and artificial intelligence.

Supporting AI and Biotech Development

HKSTP fully supports Hong Kong's transition to a new stage of "AI+," focusing on the popularization of technology education and assisting traditional industries in accelerating their upgrade and transformation through AI. In the field of life and health technology, HKSTP has collaborated with several enterprises and medical schools to promote the commercialization of research results.

HKSTP will continue to promote Hong Kong as Asia's preferred early clinical trial center and a leading global base for medical innovation and transformation, while supporting the development of national aerospace technology and assisting Hong Kong in research and application in the aerospace economy.
